尊敬的中国全国人大常委会顾秀莲副委员长，
尊敬的李肇星外交部长，
尊敬的东盟各国大使阁下和各位外交官
各位贵宾、朋友们：

　　今天，我们在这里欢聚一堂，共同隆重地庆祝东盟-中国关系的重大事件即东盟-中国建立伙伴关系15周年。

　　回顾15年来的历程，我们高兴地看到这种友好合作既全面又富有成效，并日益发展到各个领域，开创东盟-中国关系的新篇章。东盟-中国伙伴关系不但为双方的共同发展作出巨大的贡献，还为营造本地区乃至世界的和平、稳定和繁荣的环境，也作出了重要的贡献。

　　政治安全上，双方保持着高层领导的常年定期会晤，这将是增强双方的互相了解与合作的重要基础。东盟-中国已经签署并有效益地落实诸多重要的法规文件、条约和协议，尤其是于1997年中国与东盟成员国的国家元首／政府首脑签署的“中华人民共和国与东盟国家领导人会议联合声明”，于2003年签署的关于建立“面向和平与繁荣的战略伙伴关系”的联合宣言，2004年“东盟-中国行动计划”，“东海各方行为宣言”(DOC) 等条约和备忘录。中国成为东盟第一个参加“友好合作条约”(TAC)的对话伙伴。

　　经济贸易上，2005年双方贸易总额达到了1300亿美元以上。双方的互相投资金额越来越增长。双方落实了诸多合作项目，举办了诸多经济活动和交易会，其中，在南宁举办的东盟-中国博览会已经成功举行了两届，第三届将于今年10或11月份举办。经济贸易合作是东盟-中国伙伴关系所取得的成果的亮点。双方也为于2010年建立东盟-中国自贸区作出积极的努力。

　　在其他领域，双方之间的合作已经从5个领域被拓展到10个领域，包括农业、信息通信、人力资源开发、相互投资、湄公河流域开发、交通运输、能源、文化、旅游及卫生等重点领域合作。双方在国际和地区共同关心的问题上进行了良好的配合和富有成效的合作。

　　15年来所取得的成就为东盟-中国在将来更有效益的新的合作，奠定了新的基础。

　　面向未来，我们将继续发挥所取得的成就，面向东盟-中国所达成共识的目标，共同加强合作，并严格遵守“友好合作条约”(TAC) 的原则、和平共处5项原则、联合国和国际法的宗旨、目标和原则。我们也承诺将继续有效地落实所达成的条约和协议，并寻求新的合作机会，继续在国际和地区论坛上交换意见，为了本地区乃至世界的和平、稳定和繁荣发展，作出贡献。

　　在2006年里，为庆祝如此重大的事件，我们双方已经和将举行诸多庆祝活动，而今天的招待会正是这些活动之一的。值得一提的是，于今年10月末我们将在南宁共同举办庆祝“东盟-中国建立伙伴关系15周年”的首脑会议。双方与会的领导人将总结15年的合作成果并签署联合声明为将双方的伙伴关系提高到新的台阶，确定主要原则和方向。这将是重要的事件，双方正在加强合作为会议的圆满成功作出积极的准备工作。

　　本着友好和合作的精神，我谨代表东盟各国驻京外交官，请大家一起举杯：

　　祝东盟-中国伙伴关系日益全面发展，

　　为顾秀莲副委员长、李肇星部长、各位贵宾和朋友们的身体健康，

Speech by H.E. Mr. Tran Van Luat, Ambassador of Vietnam in China
At the Commemorative Reception co-hosted by ACB and CPAFFC
(Kerry Center Hotel, 12 of July, 2006)

H.E. Madame Gu Xiulian, Vice Chairwoman of NPC,
H.E. Mr. Li Zhaoxing, Minister of Foreign Affairs of China,
ASEAN Ambassadors and diplomats,
Distinguished guests,

 We are gathering today here to celebrate an important event in the relationship between China and the Association of Southeast Asian Nations (ASEAN) - the fifteen anniversary of the establishment of the Dialogue Partnership between China - ASEAN.

 Looking back to the last 15 years, we are satisfied that the ASEAN - China partnership is effective, comprehensive and ever developed into various areas, opening a new chapter in the relations between China and ASEAN. This partnership has not only contributed a lot to the development of both sides, but also significantly contributed to the peace, stability and prosperity in the region and in the world at large.

 In the field of politics and security, the two sides keep regular high-level meetings, creating an important basis for the strengthening of the mutual understanding and cooperation between the two. ASEAN and China have signed and successfully implemented a lot of agreements and arrangements, which include the Joint Statement of the Heads of State/Government of the member countries of ASEAN and the Chinese President in 1997, the Joint Declaration on the ASEAN – China Strategic Partnership for Peace and Prosperity in 2003; the ASEAN – China Plan of Action 2004, the Joint Declaration on the Code of Conduct on the South China Sea (DOC, and many other agreements, MOUs between the two sides. China is the fist dialogue partner of ASEAN to accede to the Treaty of Amity and Cooperation (TAC).

 In the field of economics and trade, the total volume of trade in 2005 between China and ASEAN was over 130 billion USD. The FDI flows from ASEAN into China and vice versa are increasing. Many projects, economic activities, exhibitions have been successfully conducted, including the EXPO ASEAN – China in Nanning, which was successful carried out for the second time and the third time is going to be organized by the end of October and early November this year. The economic and trade cooperation between China and ASEAN is one of the great successes the partnership has achieved. The two sides are also striving to establish the FTA between China and ASEAN by 2010.

 In functional cooperation, the two sides have expanded the cooperation from 05 to 10 areas, including agriculture, investment, informatics and telecommunications, human resources development, Mekong basin development, transportation, energy, culture, tourism and healthcare. The two sides have well coordinated and effectively cooperated on various regional and international fora and in many issues of mutual concerns.

 The achievements of the last 15 years have laid a new foundation for a new type of effective and cooperative relations between China and ASEAN in the future.

 Looking to the future, we will bring into full play the achievements, cooperate with each other towards the objectives agreed upon by China and ASEAN, at the same time strictly follow the principles enshrined in the TAC, 5 principles of peaceful co-existence and those of the United Nations and international laws. We are also committed to effectively implementing the agreements, arrangements agreed upon, exploring new opportunities; continue coordination and cooperation on the regional and international fora, together striving for peace, stability and development, by doing so contributing to peace, stability and prosperity in the world.

 In 2006, the two sides have had and will have a lot of activities to celebrate this event; this reception is one of those. Especially in late October this year, there will be a Commemorative Summit at Nanning to celebrate the 15 anniversary of the establishment of the China – ASEAN dialogue partnership, in which the leaders of the two sides will review the achievements gained during the last 15 years and issue a joint statement identifying the main guidelines and principles in order to promote the partnership to a new height in the years to come. This is an important event and the two sides are cooperating to prepare for that.

 In the spirit of friendship and cooperation, may I, on behalf of my ASEAN colleagues and ASEAN diplomats in Beijing, propose a toast to:
- The ever-increasingly developed China – ASEAN partnership;
- Good health to Vice Chairwoman of the NPC, Madame Gu Xiulian and Minister Li Zhaoxing and you all present here today.
